What Matter does, and does not do, in each jurisdiction it touches.
This page enumerates Matter's operational coverage by jurisdiction. v1 supports formation in Delaware only. Foreign qualifications are facilitated; the substantive legal questions are routed to the customer's chosen counsel.

Formation in any state other than Delaware is not currently supported. The platform will reject an intent.create for a non-Delaware state of formation with 409 Conflict and jurisdiction_unsupported.

Foreign qualifications
When a Delaware C-Corp formed through Matter needs to qualify to do business in another state, Matter facilitates the qualification filing — preparing the application for certificate of authority, fetching the certificate of good standing, submitting to the foreign secretary of state, and tracking status.
Substantive legal questions arising from foreign qualification — whether the entity is doing business in the state under that state's case law, whether nexus is established for tax purposes, whether a registered agent in the foreign state must be a separate provider — are routed to the customer's chosen counsel. Matter does not opine.
Future jurisdictions
The roadmap for additional formation jurisdictions is deferred and will land here as added. The product principle is: a jurisdiction is supported when Matter can execute the full lifecycle (formation, governance, dissolution) end-to-end without manual operator intervention. Anything short of that is not in scope.
